The only ones of these I’ve watched was the IM Encore. And yes, you should buy the U.S. DVD of the TV series. I’m kinda pissed that the OVAs will never be released here though (the show wasn’t one of Funimation’s license rescues from Geneon).
The best loli hentai will always be Cream Lemon. Lolita Anime (the Wonderkids version) is quite hilarious in the WTF factor. Hentai in general sucks today because it’s produced on the cheap unlike the ones from the 80′s which ACTUAL storylines and quite good production levels.

I kinda expected ‘worse’ than the series in question from a podcast with this title coming from you. D:
